I don’t know that how should i start writing this subject as i am very upset by not saving one kitten (brown colored) who got injured by the Tyre of a fast moving car (of may be Govt Officer) at Government of the Punjab’s Secretariat Office at Lower Mall Lahore on 1st April 2016 at around 10:45 am. I was just sitting in my office car awaiting for my colleague when a car (not supposed to exceed its speed more then 10 to 15 km/hr within the secretariat premises) injured her. A police squad (security officials of Home Secretary) along with Traffic Sargent (of Chief Secretary Office/building) went near her and feed some pours of water in her mouth and taken it to the grassy side. I informed them that if they may take her to nearby veterinary hospital/university (very near to the office) but they refused by saying “we can’t go due to the duty with the highest designated official who is in meeting right now). I tried to talk to one of the member of animal welfare ngo for her rescue but he didn’t took my phone till 3:00 pm. I also consider myself responsible as i was reluctant in making the decision to take her to hospital on my own but failed to do so.
State is a responsible for each human being and animal living inside its boundaries. We have to remember the quote of Hazrat Umar (R.A) in which he said that
“Even if a dog dies hungry on the banks of the River Euphrates, Umar will be responsible for dereliction of duty”
and the kitten may be died with in the core premises of Government of the Punjab, un-noticed.
I and my sister rescued about more then four cats & there kittens in our own neighborhood, were injured or critically ill. Even i rescued a bird which was trapped in the tree ready to be made food by hawks and others. This ngo having young blood is doing a superb job by saving the life of animals in Lahore. I came across their work when we called them to our home in order to rescue a kitten suffering from a disease.
Just consider that how many of the animals (dogs, cats, birds, horses etc) die each day due to accidents, illness on roads, streets, neighborhoods in the corners of Pakistan and remain un-noticed.
What we can say about the government, she remain silent and least bothered even for her alive Humans
If you may take an example of governments responsibility situation about the deaths of children’s in Tharparker – Sindh of Pakistan where government took notice when media informed about the disaster.
